The third SHD cache in The Division 2 is located on the roof of an apartment building. To reach it, follow these steps:
First, find the building. The apartment building is located near C St NW. To get there, head north on 18th St NW. Keep an eye out for a hot dog cart along a wall.
Once you've spotted the hot dog cart, climb on top of it to access the building. From there, make your way to C St NW. You will now be close to the apartment building.
Now, enter the apartment building. Look for a window on the south side of the building and enter through it. Go through the door inside and make your way to the roof.
